I want to keep the base 100s since they're pretty easy to kill, no point in banning them. Banning Jirachi for one move seems kind of silly. I hate it and I think it's the cheapest piece of shit in the world, but what can you do? Several things, actually.
Jirachi's too slow to deal with a lot of threats, so anything faster than it will probably kill it with a neutral attack. You can also burn it to make it less threatening or paralyze it to give it a taste of its own medicine. Or wait until next generation for it to get outclassed by something else.

Who would scarf a Jirachi? That would take away from its only positive trait outside of being a slow Serene Grace user: being hard to kill without super-effective moves.
